The St. Vincent’s Medical Center Department of Emergency Medicine, Division of EMS provides medical authorization, oversight and continuing education for area pre-hospital providers.
The Division additionally functions to support EMS providers in their roles and to improve the transition of care between prehospital and in-hospital providers.

James Powell
Regional EMS Network Development Manager and Paramedic Program Clinical Coordinator
James Powell has been in the emergency medical services since 2008, earning his license as a Paramedic in 2015 and EMS Instructor certification in 2020. Over his career, James has worked at a variety of EMS agencies and has held many roles including 911 based EMS, regional paramedic intercept services, non emergent ambulance transportation, intensive care ambulance transportation, fire based EMS, EMS management, and EMS education.
James joined our team as an adjunct instructor for our Paramedic program in 2022. As the EMS Network Development Manager, James works in tandem with our EMS Coordinator / Regional EMS Manager to connect St. Vincent’s with our regional EMS agency partners together through a variety of outreach programs. As the Paramedic Program Clinical Coordinator, James assists in both teaching as well as overseeing the student’s clinical internships.

Steven Valassis, MD
Emergency Department and EMS Medical Director
Dr. Valassis received his medical degree from the Albert Einstein College of Medicine where he received the Founders’ Day Scholar Award and the Gregory Dean Legon Memorial Award. Dr. Valassis is board certified in Emergency Medicine and is a Fellow of the American College of Emergency Physicians. He has been on the staff at St. Vincent’s since 2006 as a staff physician and holds the positions of Medical Director, Emergency Medicine Patient Affairs, EMS Medical Director and Medical Director of the Emergency Department.
Dr. Valassis has been nominated and received several awards in his career. He has twice received a Values Recognition Award for going above and beyond to care for his patients. In 2012 he was nominated for the prestigious Melville Magida Award from the Fairfield County Medical Association which recognizes a young physician who is genuinely concerned for the patients they serve. Most recently he was awarded the Physician of the Year Award from the Greater Bridgeport Medical Association.
Dr. Valassis was appointed Chairperson of Emergency Medicine in 2018. He is the Academic Chair and Assistant Professor of Emergency Medicine at the Frank H. Netter School of Medicine at Quinnipiac University.
Terence Sheehan, EMT-P, EMS-I
EMS Coordinator and Injury Prevention Coordinator
Terence began his EMS career in 1999 and earned his paramedic certification in 2004.
Since then, Terence has worked in several capacities including quality assurance and improvement, field training, logistics, and coordinating an EMT program for several years.
Terence is a graduate of Western Connecticut State University with a Bachelor’s degree in biology and earned his Master’s degree in public health from the University of New England.
Terence has been the EMS Coordinator at St. Vincent’s since 2015, and have worked diligently to ensure high quality pre-hospital care is provided to the residents of the Greater Bridgeport Region.
